What is a person without friends? For one who spent his living years without companionship excepting his sister, as a shinigami he is surrounded by loved ones and those who care. And those who just want his body, of course!

Kurosawa Hisoka:

Hisoka is Tsuzuki's partner (among many former ones) and one of Tsuzuki's closest friends. Initially, Hisoka could not tolerate Tsuzuki's closeness. Wanting to isolate himself from feeling. Being a powerful empath, he could feel Tsuzuki's emotions. He feared them. What he never expected was to feel kindness and friendship. Tsuzuki slowly, but effectively, broke down Hisoka's barriers, extracting the lonely boy within. Though often irritated and in a perpetually bad mood consistently, Tsuzuki means the world to him and is the only one that matters.

Tatsumi Seiichirou:

Tatsumi was one of Tsuzuki's first partners. A penny-pinching secretary of the underworld, Tatsumi is not one to tolerate the often wasteful Tsuzuki. In fact, he appears outright cruel on many an occasion and Tsuzuki has even dreampt of Tatsumi exacting final revenge against him. Tsuzuki does not understand what distances Tatsumi from him. For his own part, Tatsumi deeply cares about Tsuzuki. He himself absolved their partnership without Tsuzuki ever knowing why. He keeps his feelings and thoughts close-kept. Everyone at the bureau fears him, and he would allow it no other way. After all, efficiency takes precedence. His deeper feelings are revealed when Tsuzuki is hurt, in danger, or threatened. He is afraid to be any closer to Tsuzuki simply for fear. In Tsuzuki, he sees his own mother, wasting away by pain and sadness. With Tsuzuki's care for the individuals they bring to the land of the dead, and his expressions of sadness, Tatsumi asked for a reassignment. Simply, he did not know how to handle the situation, nor could he ignore it. He cared and still cares for Tsuzuki but feels that he is immensely inadequate.

Watari:

Watari is not to be mistaken as a geek, but perhaps a bit mad. Often silly, he is also very kind. His main purpose in life, or afterlife, at least at this point, is to create a gender-changing potion. Which he is constantly testing out on a very unsuspecting Tsuzuki. Watari cares about Tsuzuki as a colleague and in a lustful sense, but he would never forsake or abandon him. They share in common their overwhelming energies and outright cuteness.
